Alumnae experiences 2015

Centre for Environmental Law (CEL) was established in 1993 within WWF India as a unique resource centre for developing interdisciplinary environmental law courses in  national, regional and international context. Lack of proper understanding of environmental law motivated CEL to brainstorm with field experts and arrive at modules which could be widely used by working professionals in their day to day work. The courses which are designed to be equivalent to any Masters programme are jointly offered by CEL, WWF India and National Law University, Delhi (NLUD) through Online and Distance mode. Since 2013, CEL-NLUD has been offering three Post Graduate Diploma (PGD) Courses – PGD in Environmental Law and Policy (PGDELP), PGD in Urban Environmental Management and Law (PGDUEML) and PGD in Tourism and Environmental Law (PGDTEL).

In three years over three hundred fifty participants have successfully completed the courses and most of the participants are either directly or indirectly contributing to the conservation sector. It is our endeavour to accept applications from students from varied backgrounds in order to promote a more holistic learning environment by bringing together different people who can add to the diversity of the course. The following pie chart shows the diversity of the students in each course. 

The courses have grown exponentially over the last decade and the current batch of 2015 can boast of a strength of 350 students across the three PGD courses. The graph below shows the growth trajectory of the number of students in the courses.

Course Content and Design
Manpreet Singh

The course content is comprehensive as to cover all aspects of International Environmental Law and policies. It does cover the Environmental issues and further developments in that sector.  The course is designed in a way which gradually built up knowledge and anyone who is having least understanding of this subject matter can be benefited and gain immense added knowledge.  The course material not only sort out the academic part but also was suggestive to the practical side of environmental issues with examples and cases, which can be further explored and read to know further dimensions to it.  The topics widely cover National as well as International perspectives to provide extended benefit to the students.  The project report under Practical Training allows students to choose their specific interest area to write the piece of their own findings and research with suggestive comments/guidance from the WWF staff and the content is highly stimulating and equally enriching is the opportunity to consider the present issues pertaining to Environment. This course allows a flow of good thought process with diverse perspectives of National and International platforms, Environmental Law and policies and  Protection Mechanisms.

The content/course material was well designed and effectively laid out in a manner that encouraged reading.  The course material was current, informative and provided both  specific and general overview of the modules being taught.  The content was also given in  a timely manner based on the modules we were pursuing.  The cases outlined in the course content allowed for further reading and was presented in an intriguing manner warranting me to conduct searches to find out more about them.

Industrialization may result in degradation of environment and it is required to take proper action to check it. The course content gives the basic outline and understanding of environmental laws and its application. The course give the basic idea of how these laws came into existence and can be enforced in Urban and Sub urban areas.

My experience for being in this course was very successful in many terms for my individual career.  Having in this course greatly contributed me to make research on migration due to environmental issues, how environment can be persecutory to population and how it appears and seen with refugee definitions.  It allowed me to closely observe and researched on Indigenous population issues related to Environment also.  Having some expertise working with disadvantaged people and protection of Minority rights; this environmental approach to people/population in Small State Islands, their issues and how International Environmental Law deals with it, was worth to research on.

The Environmental Law and Policy course has benefited me in more ways than one.  Prior to undertaking this course, I knew very little about the agreements, conventions, or policies which were in place as it related to environmental laws or policies.  The course has shown me that a lot of work has been done in this regard and that India is one of the countries which have been pushing for widespread use of these policies and agreements.  I have learnt a lot about India without even visiting the country.  For this, I am extremely happy as I am more au fait on information relating to environmental law and policy in India.
Based on what was taught in the course, I am more aware of the environmental laws here in my own country.  I am now able to speak from an informed point of view whenever discussions arise about environmental issues, such as the fires at the Riverton Dump which Jamaica experienced this weekend.
 I must say that undertaking this course has provided me with invaluable knowledge and it is a course that I will continue to recommend to my colleagues here in Jamaica and otherwise.  Moreover, the course is accredited by our accreditation body, the University Council of Jamaica, which has allowed for an increase in my salary upon graduation.

I got better exposure on legal aspects in environmental matters after attending the course. After leaving from the service in July, 2014, I started practicing as a freelance consultant. The course gave me an opportunity for undertaking better environmental appraisal, preparing quality EIA reports and interpreting matters related to CRZ in an authoritative manner. I got confidence in elaborating various issues related to environmental policies before various forums. In short, doing the course was beneficial for me as a technical expert.

My overall experience is good as it gave me a chance to have a better understanding of how sustainable development can be achieved. With the existing demands of urbanization it is important to follow the environmental laws while using natural resources. The overall experience was wonderful. The course was conducted in a systematic way. The lessons were sent exactly as per schedule and the examinations helped us to assess ourselves. The project selection and completion was again very thought provoking and helped me learn many new things.
The course has benefitted in a big way as the history of environmental laws is traced back from the prevedic era to the contemporary environmental legislations. Many scriptures like the Mrigpakshi shastra written in the Chaulakya period were not even heard of. Similarly the Gajashastra and many such ancient scriptures are mentioned in the course work which are normally not taught in the law schools. And also UN conventions on environmental conservation and Indian Legislations are also explained in great details. Besides this great emphasis has been laid on environmental conservation and management.
